The eight counties of northern Maine are comprised of 16.6 million acres of land. This region is approximately 92% forested, with most found in unorganized townships. In 2000 A.D. it is estimated that approximately 94% of this northern forest was privately owned and 6% publicly owned. The Delphi Study asked seventeen panelists to forecast their individual "expectations" (not aspirations) of who would own this forestland in 2020 A.D.
